VLS-1 is Brazil's satellite launcher, an all-solid rocket with four strap-on boosters. Both launch attempts, in 1997 and 1999, fail, and in 2003 an explosion on the pad at Alcântara kills 21 technicians before a third attempt. The program is later cancelled.
