Kosmos 1461, a US-P (EORSAT) passive electronic ocean reconnaissance satellite for the Soviet Navy. Tsiklon-2 from Baikonur LC-90 placed the solar-powered ELINT craft in LEO to track foreign naval vessels by their radar emissions.
